CHANGES IN THE AGARTALA PRESS CLUB RULES AND REGULATIONS
(1ST Amendments)
Rules 5 shall be substituted as follows :-
“5 There shall be the following classes of members :-
Regular members, and
ii) Associate members.
Regular members shall include
i)Whole time reporters, Correspondents, Editors, Sub-Editors,
Associate Editors, News Editors, working for the local dailies and
weeklies Registered with the Registrar of Newspaper for India
working at Agartala on Salary/honorarium basis, whose principal
avocation is Journalism.
Whole time/part time reporters, Correspondents of National and
Metropolitan Dailies, News Agencies, working at Agartala on
Salary/honorarium basis.
Distinguished Journalists, retired or engaged in reclining, who were
in Active Journalism for at least 25 years.
Explanation :
Principal avocation means the principal profession which is the main
sources of income of the member.
The condition relating to salary/honorarium does not apply to the
owner-cum Editor of the local Dailies and Weeklies provided his main
sources of income derived from Newspaper and whose principal
avocation is journalism.
The Managing Committee may in its exclusive discretion, extend
membership to the following persons who shall be known as Associate
members.
Persons engaged in Journalism but whose Principal avocation is not
journalism and are working at Agartala.
ii) New Editors, Assistant News Editors and whole time /part time
correspondents of All India Radio or Dorrdarshan Working in Tripura.
iii) Information Officer and Assistant Information Officer or the
Press Information Bureau, Govt. of India.
iv) Press Photographers, and freelance Photographers.
v) Public Relation Officers of the Government of India and State
Government Establishments, and Public Undertakings working in and
around Agartala.
vi) Whole time /Part time Reporters of Dailies and Weeklies working
at any tow of Tripura State.
vii) Editors, Sub-Editors, Reporters and Correspondents of the
Directorate of Information, cultural Affairs and Tourism.
3) In page (4) , the following may be added after ‘Journalistic
ethics’ in Sub-Rule (1) of Rule 9.
‘After asking for a written explanation to the submitted to the
Managing Committee within 30 days from the date or receipt of the
explanation.’
4) In page (4) the word “Central” appearing in Sub-Rule (ii) of Rule
9 shall be substituted by ‘General’.
5) In page (6) , the word ’15 minutes’ appearing in sub-rule (4) of
Rule 22 shall be substituted by Thirty minutes.
6) In page (7) the sentence “At an adjourned meeting the business of
the original meeting shall be disposed of irrespective of whether
was quoram or not appearing in Rule 28 shall be substituted by.
“In case at an adjourned meeting there is quoram, another adjourned
meeting may be called within 7 days and in the said another
adjourned meeting, the business of the original meeting shall be
disposed of irrespective of whether there is quoram or not.
7) In page, (7) , the works ‘Showing hands’ appearing in Rule 29
shall be substituted by ‘through secret ballot.’

(2ND AMENDMENT)
ARTICLE – 5
A new clause ‘C’ is to included as under :-
(C) The Managing Committee of the Club may offer Honorary life
membership to vetaran Journalists of outstanding calibre/Statesman/Educationist/Social
Worker of repute provided however that they would not enjoy and
voting right.
(D) The word “Press Photographer” be inserted preceding the words
“News Editor” Assistant News Editor etc.
5(2) (c) be these lines deleted “For the purpose ……………………………………..
……………………………………………………………………………………………… conducting the first election.
ARTICLES –6
Following line, be inserted after the words ‘time to time’.
“He shall have to produce a certificate of his professional
attachment to the publication concerned from the publisher/editor of
that publication. In case of outside Correspondents/Reporter they
shall have to produce true copy of their respective Press
Card/telegram bearing authority/ appointment letter.
ARTICLE –12
Article 12 (11) the Managing Committee be consisted of one
President, one Vice –President, one Secretary two Assistant
Secretaries and one Treasurer, five other elected Members.
ARTICLE – 13
The Managing Committee shall be elected by the Annual General
Meeting of the Members and shall hold office for two years or till
the next annual general meeting not beyond six months from the
scheduled tenure and shall be eligible IK for re-election.
ARTICLE –15
Article 15 (a) The word ‘executive’ in the 1st line be replaced by
the word ‘Constitutional’.
ARTICLE – 16
He shall assist the President in Conduct of his duties and he shall
preside over the meetings in absence of the President.
16(b) In case the Vice President is also absent a senior Member
elected by the members present will preside over the meetings.
ARTICLE – 17
17 (A) The Secretary shall be the executive head of the club and
shall exercise general supervision and control over the affairs and
day to day activities of the club.
He shall be the person to sue or any other member of the Managing
Committee duly empowered to represent the Secretary by the Managing
Committee to sue the Secretary is to sued in all matters connected
with the Club.
ARTICLE – 18
18 (B) A permanent advance of Rs. 500/- (five hundred only) may be
kept by him for meeting day to day expenses of the club.
THE AMENDMENTS TO THE CONSTITUTION OF AGARTALA PRESS CLUB
(3RD AMENDMENT)
1. Rule 13 be amended as follows :
“The Managing Committee shall be elected by the Annual General
Meeting of the members shall hold office for year or till next
Annual General Meeting not beyond six month from the scheduled date
of expiry of one term”.
2. Portion of the said 13 beginning “But shall ……………………………………
………………. Election” be deleted.
3. A new clause as Rule 13(a) be inserted in Rule 13 as “Rule 13(a)
No member shall hold the office of President and or Secretary of the
Club for more than two consecutive terms”.
4. Amount mentioned in Rule 5(1) (a) be amended as “Rs. 500/-
(Rupees five hundred) only” instead of Rs. 200/- (Rupees Two
hundred) only per month”.
5. A new Rule as Rule 31 be inserted as follows, “with the approval
of the managing Committee, Secretary of the Club , on the basis of
draft amendments processed by the Constitution Sub-Committee, may
convene a special General Meeting exclusively for the purpose of
amending the Constitution with a fourteen days clear notice
provided, however, that the draft amendment proposals are sent at
least fifteen days earlier from the date of said special General
Meeting. No other agenda could be take up for discussion and/or
adoption in that special General Meeting.
6. A new Sub-Clause be inserted in Rule 29 as Rule 29(a) as follows
:
Draft voter list shall be published/ notified in the notice board of
the club at least fifteen days earlier followed by the final
publication of the same at least ten days earlier from the date of
election of the Managing Committee of the Club. In case of any
dispute relating to Voter List, aggrieved person may seek redress to
Scrutiny Sub-Committee of Club whose decision in this regrd shall be
final and conclusive”.
7. The Clause II of Rule – 7 is changed as follows :

AMENDMENTS OF THE AGARTALA PRESS CLUB RULES AND REGULATIONS (4TH
AMENDMENT)
1. The words “Photo Journalists” be inserted after the word
“Correspondents” as also the words ”and who has completed at least
one year of uninterrupted service at the time of tilling application
for membership” be added to Sub-Clause – 1 under Rule – 5
2. The Word “Photo Journalists” be inserted after word
“correspondants” as also the words “with Journalism as their
principal avocation” be added to sub-clause-II of Clause – 1 under
Rul – 5.
3. The words “Press Photographers and” be deleted from sub-clause-IV
of Clause-2 Under Rule-5.
