THE MANAGING COMMITTEE AND IT’S
TENURE
10.A)
The Managing Committee, Comprising one President, one Vice –
President, one Secretary, two Assistant Secretaries, one Treasurer
and five other Executive Members, shall be elected through secret
ballot by regular members of the Club after the conclusion of
Biennial General Meeting.
The
Managing Committee as a body inclusive of all members and office
bearers three of shall be collectively responsible for running the
administration of the Club as well as for maintenance and
preservation of all the assets, properties and funds of the Club. In
the event of failure on the part of the Managing Committee to
perform its responsibilities in regard to the matters noted above it
shall collectively compensate for any loss entailed by its acts
omission or/and commission.
The
election to the new Managing Committee and handing over of charges
shall be organized and completed within three weeks of the day when
the normal or extended term of the outgoing Committee expires.
The
Managing Committee shall hold office for a period not exceeding two
years from the day it formally takes over charge. However, the term
shall extend upto a maximum of one month provided three is valid
reason which shall be explained by the Secretary in his report to
the General Body.
The
members and office bearers of the Managing Committee shall be
eligible for re-election except that the President, Secretary and
Treasurer shall opt out of contest for a single term after holding
offices for two consecutive terms.
Except for the posts of President, Secretary and Treasurer interim
vacancy in the Committee, if any, a hall be filled up by the
Managing Committee thought Co-option. However, in the event of
vacancy being created in the posts of President, Secretary and
Treasurer on account of exigencies of circumstances, the
Vice-president, senior assistant Secretary and a senior Executive
Member nominated by the Managing Committee respectively shall
officiate in the posts during the remaining tenure of the Committee
or till fresh election.
MEETINGS OF THE MANAGING COMMITTEE
The
Managing Committee shall meet at least once in a month by following
the procedure laid down :-
Ordinarily three day’s notice with agenda specifying the place are
time shall be given for a meeting of the Managing Committee but in
the case of an emergency meeting twenty four hour’s notice shall
suffice.
The
Secretary may convene a special meeting of the Managing Committee
with twenty four hour’s notice if he deems convening such a meeting
Committee in the event of receipt of a formal request in writing
signed by at least one third of the total members of the Committee
explaining reasons for calling such a meeting. The agenda of special
meeting so called shall remain confined to the matters specified by
members in their letter.
QUORUM, ABSENCE AND DECISION
The
quorum for an ordinary meeting of Managing Committee shall be five
but if there is no quorum even half an hour after the specified in
the notice the meeting shall proceed and transact business earmarked
for discussion in the original meeting provided the same is urgent
and requires immediate decision. In the next meeting Secretary shall
apprise members immediate decision. In the next meeting the
Secretary shall apprise members absent from the earlier meeting of
the decision taken, However, the Secretary in consultation with the
President, a my decide to postpone a meeting in the absence of
quorum provide he is convinced that such postponement shall not
cause any harm to the interests of the Club.
The
member of a Managing Committee who remains absent from three
successive meeting without informing the Secretary in writing the
reasons of his absence shall be liable to disqualification by a
decision of the reasons of his absence shall be liable to
disqualification by a decision of the Committee passed by a simple
majority. The provision shall not apply if the concerned member has
been sick for over two months and has remained out of station during
the entire period.
The
decisions of the Committee shall be made majority vote but in the
event of an emergency meeting where there is on quorum divisionism
shall be arrived at by consensus.
DUTIES OF THE MANAGING COMMITTEE
President :
He
shall be constitutional head of the Club and shall preside over all
the Managing Committee and all general meetings.
In
case of an emergency requing immediate in the absence of Secretary
from station the President may in consultation with Vice-President,
Treasure and Assistant Secretaries adopt such measures as
circumstance demand and report the action to the Managing Committee
for ratification.
Vice- President :
He
shall assist the president in the conduct of his duties and preside
over the meeting in the absence of the president.
In
case the Vice – President its also absent, a senior member elected
by the members present will preside over the meetings.
Secretary :
The
Secretary shall be the Principal Office Bearer or executive has of
the Club and shall exercise general supervision and control over its
affairs and day to day activities.
He
shall be the person to sue or to be sued in all matters connected
with the Club.
He
shall scrutinize all bills and vouchers before passing them for
payment by the Treasurer.
He
shall convene all meeting as and when required in consultation with
the president.
The
Secretary as and when required shall entrust some of his works to
the Asstt. Secretaries. The overall responsibility will however,
remain with the Secretary. In no case the Secretary will allow any
one of the Asstt. Secretaries to operate Bank Account on his
behalf.
Treasurer :
He
shall be the person in-charge of the funds of the club. He shall be
responsible for the proper deposit of the fund of the Club in a
Nationalized Bank approved by the Managing Committee. He shall
maintain or arrange to maintain proper accounts and render
statements of the same to the Managing Committee every month. He
along with the Secretary shall operate jointly the accounts in the
Bank.
(b) A
permanent advance of Rs. 500.00 (Rupees five hundred) only may be
kept by him for meeting day to day expenses of the club.
Assistant Secretaries :-
They
shall assist the Secretary in running the affairs of the Club. They
shall maintain routine office works under the direction of the
Secretary and record minutes of the meetings.

The Managing Committee is the Governing body of the Press Club. It
shall meet as often as necessary and at least once in every month
and review the working of the club. It shall take decision to
further the objectives of the club mentioned in the Memorandum of
Association. The decision of the majority of the Managing Committee
shall be binding on the Club unless set aside by the General Body
meeting. The Managing Committee may constitute sub-Committees
consisting of not more than five members for discharging specific
functions and the Secretary of each Sub –Committee upon a formal
decision taken in this regard by the Managing Committee.
