MEMBERSHIP
The Club shall have the following
classes of members :-
Regular Members, Associate Members
and Life Members.
Regular members shall include :
Whole-time Reporters, Editors, News Editors, Chiefs of Bureau, Chief
Reporters, Sub-editors, Associate Editors working for local dailies
and weeklies registered with the Registrar of Newspapers, India,
Journalists and Photo-Journalists of daily newspapers and private
T.V. News Channels working uninterruptedly for at least three years
at Agartala on monthly salary/honorarium of not than Rs. 1,000,00
and whose principal avocation is journalism.
Whole
time/Part time Reporters, Correspondents of news agencies, reputed
and widely circulated dailies and weeklies published from State
Capitals an the National Capital as well as Journalists and
Photojournalists of privately-run outstation T.V. news channels
working at Agartala uninterruptedly for at least three years on the
basis of salary/retainer fee/honorarium of not less than Rs.
1,000.00 per month.
Distinguished journalists, retired or engaged in freelancing, who
have spent at least 25 years in active journalism.
EXPLANATION : (A) Principal avocation means the principal profession
which is the main source of income of the member.
(b)
The Condition relating to salary/honorarium shall not apply to the
owner-cum-editor of the local dailies and weeklies – provided the
concerned owner-cum-editor shall submit in writing a declaration to
the effect that the newspaper which he owns/edits provides him with
the main source of his income.
Only
one membership shall be granted to a weekly newspaper – be it to the
owner-cum-editor or a reporter/sub-editor certified by him –
provided the applicant fulfils other terms and conditions of
membership. However, the Managing Committee may in its discretion
consider granting more than one membership to a weekly provided the
quality, standard and circulation of the same is high and the
decision arrived at by the Managing Committee in this regard is
unanimous.
Associate Members shall include :
The
Managing Committee may in it’s exclusive discretion extend
membership to the following persons who shall be categorized as
Associate Members and who shall not have right to vote contest
elections:
Persons engaged in journalism at Agartala but whose principal
avocation is not journalism.
News
– service staff like Reporters, Correspondents, News Editors,
Assistant News Editors, Sub-editors, Sub-editors and Regular News
Scirpt –writers of All India Radio, Doordarshan, Press Information
Bureau of Central Government and Information Cultural Affairs and
Trourism (ICAT) Department of Tripura Government.
Public Relation Officers (PRO) of Public Undertakings, Commissions,
Corporations etc. of State and Central Governments.
Distinguished persons such as reputed poets, academicians,
littérateurs and authors who have contributed to the Club and are
likely to do so in future provided such persons shall apply in
writing to the Managing Committee seeking enrolment as Associate
Members and a unanimous decision is arrived at in this regard by the
Managing Committee.
Nationally or/and internationally acclaimed persons who have won
national or and international honor, award and recognition. No
contribution or subscription shall be charged by the Club for
voluntary offering associate membership to such persons.
The
Managing Committee in it’s discretion may involve the Associate
Members in constructive activities in the interest of the club by
nominating them of membership of various Sub-Committees or by such
other means as may be deemed fit by the Managing Committee provided
not more than one associate member shall be nominated to a
Sub-Committee and none of them shall be nominated as Chairman of any
Sub-Committee.
Notwithstanding anything contained in the foregoing sub-clauses
total strength of associate members of the Club shall not exceed on
fifth of the total membership on roll.
Life members shall include :
Veteran journalists or editors who have devoted their entire career
to professional journalism provided the Managing Committee of the
Club shall pass a unanimous resolution offering life membership to
such journalists and editors upon a formal reception. The life
membership to such journalists and editors upon a formal reception.
The life members shall be entitled to all rights and privileges of
members except the right to vote and the Managing Committee shall
not realize any fees/subscription donation from them.
EXPLANATION : Only one
membership of the three aforesaid categories may be granted to a
person/ There should be a membership Scrutiny Sub-committee with
Five members appointed by the Managing Committee. The decision of
the Committee, subjects to subsequent ratification by the Managing
Committee in regard to admission of membership shall be final. News
Scrutiny Sub committee will be formed upon the election of the New
Managing Committee.
CONDITION OF MEMBERSHIP AND FORM OF
APPLICATION
8.
(A) A person intending to become a member of the Club shall apply in
the form given in ANNEXURE – I to these rules, enclosing therewith
a formal certificate form the concerned Editor/proprietor to the
effect that he she has completed three years of uninterrupted
service with a salary/honorarium/retainer fee of not less than Rs.
1,000.00 per month. The applicant for membership must sign the
declaration on the prescribed form committing himself to abide by
all the rules regulations and code of conduct formulated by the Club
from time to time. The application for membership, supported by at
least two regular members of the Club, shall be submitted to the
Secretary.

8.(B)
[i] The members of the Club shall pay subscriptions at the rates
shown below :

The admission fee as well as at least a year’s subscription shall be
paid in advance at the time of filling application for membership.
[iii] The
Press Club may collect at need donations from members of the public
and grants from Central State Governments and autonomous bodies
keeping proper records of such receipts and expenditures in order
that the aims and objects of the Club as laid down in Rule 3 may be
achieved.
