In our country thousands of players are practicing table tennis daily in various rural areas i.e. in various clubs, villages, panchayats, schools, colleges, welfare centers and in different recreation clubs of sub-divisions and districts. Maximum of them are lagging behind for proper coaching and guidance from perfect and expert coaches and they are not fully aware of exact laws, rules and regulations of table tennis. Specially the idea of good service, ball in play, good rally, good conduct and proper foot work which are basic requirements of the game are limitedly available to the most of the players of the villages and sub-divisions. Sometimes few numbers of senior players and officials are misinterprets the laws, rules and regulations intentionally in some areas for their town interest, which are also causing the improper development of the game.

As a result the players of those area or locality are always facing lots of problem at the time of upper level championship and they can not maintain their original performances in the championship due to lack of knowledge regarding the laws, rules and regulations of the game. But these type of difficulties and fears can by wiped out from the mind of the rural players, untrained coaches/instructors and officials by the active participation of the expert umpires in the development program of table tennis like as ‘umpires clinic’ along with the players and officials of those area. More over the umpires may not be able to be a good player cum coach but they can demonstrate the actions and foot works of the perfect game for the better performance or development of the players of the rural areas.

Last of all, the umpires should always by vigilant for the following few rules and regulations during the practice period also, which may lead the players to perform better in the championship.

a)     At the time of service, the ball should by stationary and free on open and flat palm of to free hand it should rise up to minimum level of 16 centimeters from the palm after throwing the ball.

b)    Players should serve from the outside of the end line and from the above level of the playing surface of the table.

c)     Free hand of the player should not touch the playing surface and any wearing of the players should not touch the net assembly of the table.

d)    Players should not play any ball by the sides of the racket although the wrist of the playing hand is allowed for a good rally.

e)     Unnecessarily players should not disturb the continuity of good rally/play by shouting, gossiping and throwing the ball here and there.

f)      If necessary a player can opt rest for one minute in a match. (which is known as TIME OUT – newly adopted).
